  16. <p>     BLACK PAWNS? In the Republican Party's quest to gain control
  17. of the House of Representatives, G.O.P. Chairman Lee Atwater
  18. plans to pit black aspirations for more political power against
  19. the Democratic Party's desire to protect its incumbents. In
  20. redistricting battles after the 1990 census, Republicans will
  21. try to increase the number of congressional districts in which
  22. blacks are a majority (now 22) by carving out new seats from
  23. predominantly black precincts in areas currently represented
  24. by white Democrats. G.O.P. strategists believe they could pick
  25. up as many as three dozen Democratic districts. The ploy, if
  26. implemented, could confront Democrats with a no-win choice:
  27. either go along and deprive white incumbents of reliable black
  28. support, or fight it and risk the ire of black voters who want
  29. to send one of their own to Congress. Says Republican House
  30. whip Newt Gingrich: "It really tears up the Democratic Party."
